I do not yet have a Certificate. Do I need to obtain a Certificate now?

  • Most members will have obtained Certificates. Members who operate vessels over 1000gt which have not yet got certificates must remember that they will need to obtain certificates if they plan on entering a port in a state where the Convention is in force or if the flag state has ratified the Convention. Vessels which do not have a valid certificate on board face a risk of penalties, detention or refusal of entry into port.

I have a Certificate issued by a state other than the flag state because the flag state was not party to the Convention when the Certificate was issued. When my flag state ratifies, do I need to obtain a new Certificate?

  • Probably not. Most States where the Convention has come into force during the policy year accept that vessels flying their flag can use their existing Certificates until they expire on the next 20 February. However it is advisable to check as some flag states (such as Canada and the Republic or Korea) require vessels to hold their Certificates from the date of entry into force.

Which state will issue my Certificate?

  • The flag state, if it has ratified the Convention.  See Entry into force for recent ratifications and other details.
     
    If the flag state cannot issue the Certificate, the application must be made to a state which is party to the Convention and is willing to issue certificates for ships which do not fly their flag. These states are identified under Member State Information.  Some of these states may impose conditions or have limited capacity and give priority to processing their own vessels so it is a wise precaution to check with these states before submitting an application.

How do I obtain a blue card?

  • By completing the Blue Card Application and sending it to your Syndicate underwriter.
